As medica noted above, you can either explain your reason, or apologise. You could also do many other things: get angry, run away, etc. There is no single answer to your question. Web"How dare you" is just a fossilized expression, and as Skippy says, it's basically lost its interrogativity. It isn't so much a question as it is an exclamation...
